About
The idea behind POP
The Property Ownership Plan is a proposed affordable home-ownership product created by Henry Malby — a supported, three-year route from renting into full ownership, where your monthly payments build the deposit for the home you intend to buy.

Run the numbers yourself
These are the assumptions the POP model is built on. Change any of them to see how a three-year POP term would work on a different home, term or set of rates.

The idea
A simple route from renting into owning
POP exists to solve one problem: people who can afford the monthly cost of owning a home, but cannot save a deposit while they are paying rent.
It is intended to be a new affordable home-ownership product — simple for the customer to understand, and designed around a clear route to owning 100% of the home rather than an indefinite part-rent, part-own arrangement. You move into the home you intend to buy, your monthly payments build your deposit, and after three years you buy it outright with a conventional mortgage.
For people who want to buy
A supported bridge into ownership
POP helps customers who can afford the monthly cost of ownership but cannot save a deposit while renting — giving them a clearer, supported route into owning their home in full.
For providers & public funding
Faster recycling of capital
POP gives providers and Homes England a faster and more predictable route to recycle capital into future housing delivery, by reaching full market value at completion.
